I am creating an intranet webpage and need to ensure that a rollover-button can open up "My Computer", "Control Panel" and other share-drive locations. How do I do this?

you simply would create a < href = "link"> for the network ip and the device example what this would do is point to the pc on the network that has in this case the .98 desingnatation , the d drive on that work station / and then the mp3 folder , files stored on the server it's self can be done the same way

Open IE window. Click on View menu, click Toolbars. Unlock Toolbar. Click Customize. Add Folder Toolbar Button. Close.
Now in the IE Window you should have folder icon. Click on it so that you can view My Computer,Network Locations and other folders.

For my computer shortcut right click on the local disc and select create shorcut but select shorcut to desktop.

This isn't possible as those are client controlled, not server controlled.
