PMS is when you are b*thcy because you are on your period. They are basically just saying you are sensitive or mean because it is (or almost is) that time of month.

"out-of-control, anxious, depressed and having uncontrollable crying spells"

PMS=Premenstrual Syndrome (aka Premenstrual Stress)
