My teacher was standing at the front of the class, and I walked up toward her, and she was staring at the place around my crotch and smiling at the same time. Why would she do this? I'm a girl by the way.

You hopefully are just overthinking it, she may not have been paying attention. She could have been in her own world thinking about something else, and her eye happened to follow you b/c of your movement, but may not have been actually concentrating on you. Sometimes you find yourself staring off into space not thinking, hopefully this is the case, otherwise its just wierd.

I seriously doubt your teacher has any interest in you, she could have simply been looking there at the wrong place and wrong time, or maybe she was in a bit of a trance and was thinking of something funny popped in her mind.
