First you go to http://www.avon.com and then you click "Become an Avon Representative" and fill out the form for your local District Sales Manager to contact you and give you an Avon Appointment.
At that time, you can let her know that you wish to be an e-Rep and she will set you up.
If you're already a Rep and wish to upgrade to include the e-Rep status, then check your Purchase Order for ordering instructions. If it isn't there, then contact your district sales manager so she can walk you through the process.

You sign up on the avon website. It costs money per month to be an e-rep though.
