Ok, having an occasional glass of wine while pregnant isn't bad. But drinking heavily or everyday is definitely not something you should do while pregnant. And sadly, regardless of what we think should be done to those woman, nothing can or will be done. The government can't control what a woman does or doesn't do with her body and until a child is born, they usually are legally not considered a person so you can't even charge them with child endangerment or child abuse.

Maybe they should drag her to visit a child that is already suffering from foetal alcohol symdrome and show them the results (although they probably wouldn't care).

How dare someone endanger a child's life by drinking alcohol while pregnant. The same goes for smoking.

I think her baby should be given up for adoption without her consent and then have her tubes tied also.

If I was the father of the baby, I would sue her for endangering my baby.

I assume you mean alcohol, I would charge them with child abuse, technically that's what it is.
