I know exactly what you mean. I have a cousin like you who is skinny and lanky but is chubby around his belly. It's just that you need to put some more lean meat (muscle) on you.
Go to the gym, start muscle gaining workouts and eat like a horse. alot of Protien!! You can find workouts on the web and by protien mixes. I recommend MuscleMilk.

You need muscle toning exercises. Go to your gym and talk to the instructor for toughening up.
