A fixative is something that is sprayed on a drawing done in charcoal, chalk, pastels, etc. so that the material that you use does not rub off your paper. When I had art classes I couldn't always afford the fixative sprays that were sold at the art supply stores, so I would buy really cheap hair spray that had a lot of lacquer in it. (Don't hold the spray canister over the work; sometimes those things leak.)
You used two words, mount and mat. If you mount something you attach the entire piece to a board. When you mat a piece it's like putting a thick paper frame over your drawing. This frame protects your work because it keeps the glass from touching it.
Also, if you mat your work you can also just attach the art to the mat board from the top edge with a strip of acid free tape.
Of course, you always have a board behind your work to protect it front and back.

That is not true. It does not have to be mounted on black or white board only... that is a ridiculous statement. Drawings don't have to be mounted on board at all. In fact, that corrodes the drawing over time. You shouldn't mount them at all.
