Clinton signed it, but Bush backed out of it. He thinks that following the Kyoto accords will cost to much money, and give an economic advantage to India and China.

That would be a resounding "NO". Under this Administration any such policy is highly unlikely. The ties between Big Business and the Republican party are so tight that unless there is a mass crisis--no policy will ever be installed. Big Business makes the pollution and they use their financial muscle to back (R) candidates, and some (D), that side with them on any environmental issue. Bush's Presidency is all about deregulating environmental policies.

A Democratic victory in 08" is the only hope of a change in policy backed by laws that enforce it.

Conservatives seem to believe that agreeing to the Treaty would somehow damage our strength worldwide. They even post links written by their own hacks that try and tie it to a cost conclusion from the Clinton Adm. in order to further back their point. We are the largest polluters of the environment based on our consumption--worldwide. Fixing the problem would cost Big Business mucho denaro--and they just can't let that happen. Updating our pollution policies would cut into their profits and create jobs for tradesman and monies for new research and technologies.---Go Figure!

Both Republicans & Democrats in Congress discovered that the Kyoto Treaty was a HOAX, aimed at screwing us American workers.
They joined together to vote it down during the latter 90's.
Nothing has changed.
It is still a HOAX.
(Do not trust anyone who supports it.)

Clinton signed it to look good and he also stated that it would have to be changed before it would be ratified. He knew it wouldnt get ratified by congress. Its a scam and even clinton knew it.
