Cheapest way is to use a plunger. For more stubborn clogs, a special snake called a toilet auger, which has a rubber sleeve that protects the porcelain from getting scratched up is needed.
If you are in a single family house, you may have roots in your line, which would require a motorized snake. It's probably better in the long run to hire this out to a LOCAL rooter company.

With a plunger! Or call in a plumber just don`t call one in on a Holiday or Sunday as they charge more during these days. You could also buy or rent a thing called the snake it is made out of a long coil (it is not a real snake) and you run it down into your toilet and it usually clears it. You also have a vent pipe on top of your roof that you could take a water hose to unplug it.

you probably have already cleaned it by now :) but net time try a old mop and slosh it up and down in toilet bowl... other wise try sticking a hose down the toilet to flush it... could try caustic soda as it will whiten your toilet and remove rust stains aswell. could try a hot bucket of water .. I have done all these and hot water in bucket is cheapest and qickest. But they all work and is cheaper than a plumber. . . good luck
