I cannot forward, print, or reply to this person's emails. I have an obligation to communicate with this person but have a real problem with someone that appears to be hiding something by preventing me to do anything with the things he writes down. How should I handle this situation?

Take it to the committeeman, or the head of the union and take it to YOUR management, take it to HR

AND take it to your union negotiator.

He'll soon get the message how annoying this is.
Advise his manager and yours as well
