There honestly is no such thing as a 100% kid-safe chat unless it is one that uses only pre-programmed phrases. No matter how safe a site seems anyone at anytime can come onto that site and say something that renderes it no longer kid-safe.

Yeah, you have pre-programmed responses. That way they can communicate back and forth but never say anything inappropriate.
