It varies country by country and society by society but there is a definite link.
For example in India where the society or culture has developed the "caste" system you are born into a high or low ranking "caste" or class and you marry and die within it. It used to be very hard to do well in that society if you were of a lower caste but is now only really strongly still upheld in rural areas apparently.
In America, culture and class are obviously related but in a different way. Whatever socio-economic class you are born into you are exposed to a culture that promotes America as the land of opportunity. i.e anyone can rise to high status or high office in government or get high monetary rewards through hard work thereby rising to a higher class. (Well that is the theory!)
One culture leads to a fixed class system the other culture leads to a more fluid class system. It depends what that society values most.

Oprah actually did a program on this this fall. She equated the rich with having more opportunities so they are more culturally and socially elite than those with a lesser socioeconomic status.
I disagree just because one is rich doesn't make one more polite, make one's children better behaved, if anything the more money a family has the likelihood of children misbehaving badly seems to occur.
Many artists, writers , painters, musicians ,playwrights have come from humble socioeconomic backgrounds which may be why they became so creative and defined culture in past decades. Not many notables were well to do automatically, the only example I can think of is Cole Porter . Other than that plays etc. came from the masses who emigrated to America and elsewhere bringing their literary and cultural traditions with them while becoming assimilated and accomodated into society.

Ones Class depends on their Socio-economic group. Like your neighborhood. I live in NYC- Brooklyn in Fort Greene. It is a middle class neighborhood$$$. Where as Manhattan upper East-side is an Upper class neighborhood $$$$, then there is public housing which is considered a lower class neighborhood$.
Or one can look at it like $0-$15,000 a year is poverty. $20,000 to $50,000 is middle, and $70,000 and up is high.
Culture is how you are raised. You can be raised in the ghetto with very good manners, or in a penthouse with manners like an animal.
The American culture is much different then the Middle-Eastern culture, or Spanish culture. Just like our cultures vary from state to state. I came from Ohio to New York. I got a culture shock. Things were very different here. I had to learn how to fit in.
I hope my examples helped a little.
