I had a friend in that situation. She always celebrated it modestly on March 1st, but would have a huge celebration when it was a leap year.

Either on Feb 38 or Mar 1. There were 2 teachers when I was in high school born feb 29 unfortunately I was never in either of their classes to know when they celebrated it.

They would celebrated every year the day prior or after, and they would celebrate it the way you and I do.. The thing about being born on that day, you can always joke about your age...
It will forever keep you young.
