I think its because the Democrats kick *** like a donkey and the Republicans just sit on their asses like Elephants

I am not sure about the actual representation, but this is what I hold it as:

The donkey is stubborn and dimwitted - Democrats.
The elephant is wise and knowledgeable - Republicans.
