My main concern is the front of the car (between the headlights, where the vents are). Is there a fan immediately inside the vents that starts rotating when the car is started?

The main fan to cool the radiator is in the front of the car under the hood behind the radiator. Other fans are usually associated with the cooling and heating of the car. The locations vary, because of car design. One is always found under the dash board for the defogging of the windshield. This same fan can also be for heating and cooling.

There is a fan right behind the radiator. Most cars have electric fans. The engine reaches a certain temp then fan turns on.
