A hamster could go bald for a few reasons and your hamster should visit a veterinarian immediatly because it could be very serious. Is the hamster scratching at the bald spots? Is the skin dry? These could be signs of ringworm, only one medical issue that could cause baldness.

Probably stress.
Hamsters by nature are not "social" creatures. It may be something stressful to have another in the cage. Maybe getting another cage and separating them might help.
You may also want to watch the hamster. It could have a disease that is often referred to as "wettail". It is associated with stress, and is often fatal. It is also something that could be contageous, so you may want to seperate them out of concern for the hamster that still has hair.

Stress is the most likely to be illness. Try seperating them and see how it goes.

it could be allergies or even a thyroid disorder, if you really want to help him, get blood work done on him by a local vet. specifically the thyroid

They could be fighting. Separate them.
Stress could be it, too.
I'd take him or her to the vet, just incase.
