In America, the peak of circumcisions occurred in 1968, when 90% of newborns were circumcised. This has consistently fallen each year, and is now around 65%. There are wide variations within the country; on the West coast, the current rate is just 39% of newborns.
In the world generally, circumcision except for religious reasons, is uncommon. Jews and Muslims are the largest religious populations that require it. It is more a religious custom than a racial custom.
Globally, around 85% of boys are not circumcised.
Both the American Pediatric Association and the American Medical Association now state that there is no medical need for routine circumcision of newborns; this reverses their policy from the 1970s that did recommend it.
Studies have failed to show any major link between foreskin and STDs in adults, though they do show that if a man is having unprotected sex, he is twice as likely to get HIV from an infected partner if he is uncircumcised. This is not unexpected. The foreskin is mucous membrane, not skin. It is covered with nerve endings that add pleasure during sex; and it is also very vascular, with blood very close to the surface. This is the way the HIV virus can pass through into the bloodstream.
Men who practice safer-sex by using condoms show no variation in HIV rates between those that are circumcised or uncircumcised.

I'm assuming that you're talking about the United States. In the United States, Hispanics seem to be the ones who are less likely to be circumcised. The US is the only "advanced" country that does it to newborns (although the rates have been falling; a few decades ago it was almost universal at 90 percent, and now its at 55%, if even at that, since that was in 2003). Also, regions play a role, too. The West Coast has the lowest rate (around 30% if it hasn't fallen even further) while the Midwest has the highest.
Europeans don't get circumcised (Just as the rest of Latin America, most of Asia (Japan/China) and Europe) because there's no need to. In the United States its mainly a cultural thing where they thing it makes it magically always clean, when when you have a foreskin all it takes it a slide back and rub on the head, which can even feel good, since it is the penile head after all. The other reason is because "dad is too".

Circumcise in America is a Personal decision, religious, or appearance. In other countries circumcision is only done because of one's religious beliefs. If its not a religious practice they do not circumcise the little boys.

americans seem to be the only ones who are worried about having a little extra skin. when you travel the world and live in several big cities filled with all kinds of people you'll see how silly this idea is. no one has to get circumcised. it's not necessary.

Circumcision is a good thing. It prevents STDs and AIDS. They are learning this as an action step in Africa.
I do understand that some people feel cut much more deeply that their foreskin...oh, well.
