I don't know for sure, but my guess is Florida. Snow is not unheard of there, a few years ago flurries were reported in Miami (a first!) but I'm willing to bet Florida gets less snow than any other Southern state including Texas (the panhandle sometimes gets walloped), Arizona (the northern half gets dumped on frequently), California and even Hawaii (the mountains get their fair share of snow.)

hawaii may be the most obvious answer because hawaii is at a very low latitude, and have a tropical climate, but thats not entirely true. elevations have to be taken into consideration as well, not just latitude. there are parts in hawaii that gets a lot of snow every year, particularly at mauna kea, which is the highest point in hawaii.

the most probable answer would have to be florida, since florida have no mountains.

I live in California and we only get snow in our local mountains. We have a low amount of rainfall more like drought now. We do get Santa Ana winds that cause fires. Our average temperature year round is 70. Summers are 80-100 and winters can get as low as 40.

Im sure there are several states that have never gotten snow ever, but the one I can thiink of right off the top of my head would be Hawaii. lol snow in hawaii...
