Is there any organization that pays normal people if they can figure out medical mysteries / other scientific problems?

There are government and private granting agencies that distribute research grants. There is intense competition for research grants. Only a fraction of the research proposals are funded. If you want a grant, you need to describe at minimum the prior science, the economic significance, the research plan with a detailed budget, and the credentials of the researchers. Generally you need a PhD + research experience related to the research topic to have a chance. If you don't have the credentials, partner with someone that does. If your idea has merit, and is consistent with known or plausible science, you will find a research partner. If your idea lacks scientific merit...
