Your question really pissed me off until I read it in full. You are right no kid deserves to be bullied.
However most school officials are afraid of their own shadow and terrified of being sued by some parent. For this reason the parent of the bullied kid should consult the police and hire a lawyer who will threaten to sue the school district if something is not done among other legal remedies including suing the parents of the bully or bullies.
Bullying is a serious problem and should not be taken lightly by parents. In today's schools many students who are poor academic students are older (sometimes much older) than other students in their classes. The schools can not easily get rid of them especially if the parents of smaller students do not take immediate legal action.
If a student is being bullied it is never too soon to consult a lawyer. Often the threat of legal action is enough to get results.

Sadly enough Europe hasn't got a clue what the impact is of bullying and is just learning from it. Kids that gets beat up for no reason (and some die of that) are moved into the category of useless violence in Europe. I am convinced that it is not only a matter of the education of a kid by their parents, or even the teacher that should controll the situation in the class or in the playground, or the school-board that sh old come up with rules and regulations to ban bullying, or the Government that should develop laws and regulations. I am a strong believer of giving parents, teachers, school-boards as well as students the inside view of communications styles. Give them an opportunity to see how they communicate themselves, how others perceive it and what they can do to change it towards the one your talking to in order to obtain cooperation. As from that it becomes easier to understand life, how we all function within the box and what prices you have to pay outside the box. It should never, I repeat never end up in bullycide and turn our heads away from the facts and think what's next ? Their should be challenge to work on quality of life by being positive towards one another, not by hate or envy which ends up in violence, hurt or suicide because of bullying.

Kids do not deserve to be beat up for no reason nor to be bullied. I will tell you a true story that my boyfriend was beaten up because he looked vulernable (sp?) so he got robbed his oldest brother's necklace and our boy who obviously was defending him got beaten up worse and ended up in hospital for 3 days, cops took it lightly because he had rasta locks. I mean, what the... That's discrimation to me. Now, my boyfriend and our 3 boys are in jail for beating a teen who died in hospital of injuries by a week after. Really, really twisted when they did it for self defense in all truth instead the charges were upgraded to murder, imagine that!
I think the schools should set up programs/meetings for everyone in knowing what to do in being bulled and how to prevent, those kinda stuff especially help the victims from crossing that line, committing suicide.

Can I also add that parents need to step up and pay attention. If your kid looks different and acts different chances are good that he/she will be bullied. It's unfortunate but true. I certainly don't think its right - but I do believe its true. At least its true in the places that I've lived and raised my kids. Also parents, talk to your kids about bullying - way too many parents have a "not my son/daughter" approach.

I blame the school authorities. If they made the kids buckle down and do their school work, they wouldn't have time to bully AND there would be much less homework.

first of all they don't deserve to be bullied, but the world is a "i must do it to you before you do it to me" place or a "dog eat dog" type mentality. they bully to build them selves up while pushing others down.
