Are males (13-15) at this time circumsized or not? In America what is "normal" for males?

It depends where you are. In the US most may be circumcised, but it also varies by region. I'm a teen and about half of us are cut in the West coast, I'd say. In other areas, like the Midwest, it may be more popular.

The current circ rate in the US is about 55% nationally, but as low as 30% or below in the West Coast.

Both are considered normal.

Are you asking if most males are circumsized By the age of 13-15? because if they are going to be circumsized it usually is done when they are babies, like 1 year old or before I would say.

In America, the peak of circumcisions occurred in 1968, when 90% of newborns were circumcised. This has consistently fallen each year, and is now around 65%. There are wide variations within the country; on the West coast, the current rate is just 39% of newborns.

In the world generally, circumcision except for religious reasons, is uncommon. Jews and Muslims are the largest religious populations that require it.

Globally, around 85% of boys are not circumcised.

Both the American Pediatric Association and the American Medical Association now state that there is no medical need for routine circumcision of newborns; this reverses their policy from the 1970s that did recommend it.

Studies have failed to show any major link between foreskin and STDs in adults, though they do show that if a man is having unprotected sex, he is twice as likely to get HIV from an infected partner if he is uncircumcised. This is not unexpected. The foreskin is mucous membrane, not skin. It is covered with nerve endings that add pleasure during sex; and it is also very vascular, with blood very close to the surface. This is the way the HIV virus can pass through into the bloodstream.

Men who practice safer-sex by using condoms show no variation in HIV rates between those that are circumcised or uncircumcised.

A large majority of parents have still been choosing to have their infants circumcised.
While uncircumcised males are "natural", the circumcision is still almost considered the norm in the US.

don't have numbers BUT
I am sure the mutilation is still popular.
BECAUSE
The American parent is too afraid to properly clean their male babies.
pulling the foreskin back to wash the head and skin is too gross.
and then to continue the instruction as he grows older to pull the foreskin back for his self. it might be teaching him to masturbate. ??? fools God gave it to him why do they have the right to cut it off.
