Fungal infection or dryness due to irritation from shampoos etc. Anti-dandruff shampoo will work for the fungal variety, but only avoiding harsh shampoos (like anti-dandruff shampoos!) will work for the other. Try finding a shampoo that doesn't have sodium laureth (or lauryl) sulfate, as they can irritate your scalp and make it itchy and flakey.

Also try rinsing your scalp with a half a cup of white vinegar and half a cup of water before conditioning - it helps get rid of flakey scalp.

Dandruff is nothing but scalings of dried skin. It generally happens with people having more heat in the body. The dead skin layer peals off and it is called as dandruff. Better oil your hair regularly and your dandruff will disappear.

Dandruff occurs naturally as old cells of the scalp die and new cells take their place. But it can controlled by drinking fenugreek seeds tea, massaging sessame based hibiscus rosasinensis oil on the head instead of hair oil

You have dry scalp. Try using a moisturizing shampoo and conditioner. If you have oily hair, try greasing your scalp.
