How do I restore my toolbar at the top of my home page/computer?

I have been gone for 3 weeks and have come home to find that my partner has somehow deleted this. I cannot get to View/Edit, etc. so I am not able to add it from those settings. I have researched and every answer says to go to Edit or Tools which I cannot do since I do not have a toolbar at all.

Press Atl V then go to Toolbars > Standard

uninstall IE from Control Panel > Add or Remove Programs, and reinstall it, make sure that you download the setup file of IE or Mozilla Firefox before you uninstall it
