I would like to know if the money is earmarked for any particular purpose, or if this is a slush fund for the politicians.

The first thing you have to understand is that all taxes collected in the United States are ultimately paid for by American consumers. Thats where the money comes from. The money collected for the government by foreign companies goes into the general revenue where it is squandered by politicians to buy votes or just to waste it measuring the viscosity of Ketchup or other important scientific studies such as the mating rituals of obscure rodent species.

What are you talking about? Are you speaking of corporate income taxes? Import duties? Payroll taxes? What? These types of taxes are collected just as they are for a "domestic" corporation. You might want to think of what you mean by a "foreign business". Huge parts of General Motors Corp are owned by entities outside the US just as there is ownership of Toyota Motors by entities inside the US. It's not quite as simple as asking where the corporate headquarters of a company is.
