Yes, War/Liberty Bonds raised $$ for the war effort. Hollywood stars volunteered their time to travel, speak, and otherwise convince Americans that buying bonds was the best thing they could do with their money.

Beside, people had nothing to spend their hard-earned cash on. You couldn't buy a new kitchen appliance or a new car. Those factories were pumping out armaments. People had cash to spend! They spent it on bonds in an effort to end the war and bring their men home asap.

Well people were encouraged to save thier money.Even schools had targets.For example every $5000 saved was a fighter plane etc.The govt drive was to war production.Also of course savings bonds.The idea was to try to have the nation behind the govt.in thier war effort.So if people didnt spend thier money on whitegoods,furnishings,home appliances etc these manufacturers could help in the war by not wasting raw materials

Government had few options for raising money--in WW2 they used all. 1) take it (taxes, loot) 2)make it (inflation, just printing up money) and 3) borrow it (the liberty bonds you mentioned)
