I was wondering what states is it illegal to use this without consent of other participant. Is it legal to make and save phone voice recordings for my protection without the other person knowing? Can hand-held voice recordings be used in court or legally used without the other person being informed?

The laws of most states now say that as long as at least one party to the conversation is aware that the call is being recorded, that is sufficient.

A few states still require the consent of all parties to the conversation before you can legally record.

Hand-held voice reecordings of live, in-person conversations do not enjoy that same protection. I would expect they could be used in court without you being informed.

It's always better to have the consent of the other party, which is why you hear many recordings saying "Your call may be monitored or recorded for quality assurance purposes."

Whether a recording could be used in court without the knowledge of the person being recorded depends upon the rules of evidence in your state, and on the circumstances of the case.
