Well, a "few seconds" touch is not accidental. That's quite a long time for an accidental touch. An accidental touch only lasts less than a second.
Depending on the moment, a woman may feel "invaded" if your "few second" touch is unwanted. Basically, her personal bubble was just invaded. So, it may make her feel uncomfortable.
However, if she may take your touch as an advancement, she may like your touch.

most guys do the hand touch to let the woman know that they feel comfortable around them and that they most likely find the woman attractive. and generaly they will get aroused by thinking that the woman might feel the same way about them that they do. usually if u touch a womans hand and she doesn't pull away then that can be a sign that she is, at the very least, not repulsed by ur touch.

Usually it means we think you are attractive and it means something to us that you get the point that we are making. So we think that if we "touch" you that you'll get the point more fully.
I don't think it's a come on unless it happens a lot during the conversation. Mainly it's a "we like you, do you like us?" kind of thing. As in if you touch us back you think that we are cool also. But I honestly don't think it's a sexual thing because I am gay and i touch women when I am trying to make a point (for me it's a "sisterly" or "motherly" kind of endearment or bond that I am trying to invoke.

Any man who "accidentally/intentionally' touches a woman's
hand has serious problems and needs to be steered clear of.
I doubt that it is something that the 'toucher' can be arrested
for unless the touch becomes more physical, but 'touchers'
have a mental disorder.
