Most predators do not eat each other unless the food supply is limited. Barren plains where their prey has moved on or during winter/early spring, a bear may attack a fox. Wolf packs will attack an unwary fox but mostly old or baby foxes. An eagle may go after unprotected baby foxes.

Larger predators such as wolves or mountain lions might eat foxes but I think your real question is: is there any end to the progression? The answer is no, there will always be some sort of predator to take you down. If not a bear then a bacterium will do it every time. You should watch the movie "The War of Worlds" starring Tom Cruise and you will see what I mean.

Bobcats, lynxes, panthers, and wolves -- all of which have greatly declined in population. Bears don't eat foxes very much.
