You should replace it with a rock softener, and fill it with rocks.

If the water level is too high, the float valve is not working right. Usually, where the small brine tube goes into the softener, there is a larger tube that has a float valve in it, that can usually be removed by taking the cap off the tube and pulling the whole assembly out. Clean it up, make sure the float is moving freely and the valve is not plugged, and replace it.
Usually, there in not much more than a foot of water at the bottom of the tank, if the float is working right.

It probably needs cleaning .Either, take the whole drawer out and give it a good scrub with a brush in the sink, they can get very scuzzy with soap and softener, or as i do, put in the dishwasher on the top shelf. it gets rid of the lot! That shoud do the trick no prob.

If you are referring to water in the salt tank, your drain outlet is frozen or stopped up.
