Anyone with access to the internet is rich, relative to the truly poor people that make up a large percentage of the global population in Africa and Asia.
So I would have to say we're all rich...

You can be taught to be poor from a child. Teach your child how to use the welfare system, food stamps, free rent and the like and they will be poor indeed.
Teach them to be hard worker, save, get educated, and the like and they probably will be well off if not rich.

I have a little money in the bank, my bills are paid and I have food in the fridge BUT I am a rich person because I have love in my heart, good health, great family and friends..
