To prepare for Berkeley and other UC schools, you should complete the a-g requirements (ask your counselor for the approved courses at your high school or check online at http://www.ucop.edu/doorways/ ), study and do well in your high school courses and standard tests (SAT and/or ACT, and SAT II), take as many honors and/or AP courses as you can handle, and commit to one or two extracurricular activities in which you develop leadership skills (more is not better, quality is better than quantity).
Berkeley will weigh the following components of your application (in the order of importance): 1) your essay (Berkeley publishes a guideline on how to write your personal statement at: http://students.berkeley.edu/files/Admissions/Personal_State_07.pdf ) about your academic achievement, talent or extracurricular activities that highlight your motivation, dedication, and/or initiative to achieve, your potential to contribute to the university, and any special circumstances like hardship; 2) your Sophomore and Junior grades and any grade trends (improvements are better than just maintaining a high GPA, remember your Freshman and Senior grades are excluded in the GPA calculation for UC application); 3) your test scores, including SAT and/or ACT, SAT II; and 4) number of AP courses completed compared to the number of AP courses offered at your high school. Other factors are taken into consideration, but to a lesser extent.
If you are currently a Junior, I recommend you take some community college courses in the summer to boost your GPA. Take both the SAT and the ACT (many students do better on the ACT, Berkeley will take whatever your top score is and ignore the others). I hope you have one heck of a colorful/exciting extracurricular activity you can write about on your personal statement; otherwise a gut-wrenching hardship would do as well (sorry, just being practical).

To apply to a UC as a CA resident, you just need a 3.0. If you're out of state, I think you need at least a 3.5. That's the bare minimum just for them to even consider your application.
To get into Berkeley, 3.5 is on the VERY low side. You can still apply, but unless you have basically some combo of a perfect SAT score, amazing extra currics, or come from a low socioeconomic class or certain ethnicities (like Native American), then your chances don't look good.
UCs look primarily at your sophomore and junior year grades (they skip the freshman year). They usually get your 1st semester senior year grades too and may want to see your 2nd semester too to make sure you aren't totally slacking off.
The normal minimum GPA for Berkeley is about 3.7+ For certain nationalities, you're looking more at 4.1+ to be realistic.
