I want to tutor people who have little or no knowledge in computers. I have lots of experience. How should I go about doing this for individuals. without a lot of cost in advertising

Using Y!A in the manner of some of your other postings is going to get you reported, in fact, I would suggest you remove those other questions before it happens and you get docked points. You are not allowed to advertise and solicit here as you have.
Try advertising in Craig's List and other free classified advertising venues in your area.

Most ISP's offer a free personal Web Page, create one to showcase your business. Even if you don't know HTML, there are wizards to show you how to set yours up ASAP. Verizon, for instance is one company that does this.

It is a good idea, print flyers and drop in the letter boxes or advertise in the local newspapers, put banners, etc. But, your target is only own local community. Your knowledge can be better utilized in internet marketing business. Guide the people from different parts of the world that you recruited and expand your online business.
Internet education....Webucation is the next growth opportunity. You may want to seriously look into internet education business where using computer is a must.

This is a good idea and if you write an article under the opinion page in the local paper it's free. Be sure to put contact info in the article. Also put a sign up in old folks homes. Be sure to charge by the hour not job.

try your neighborhood community centers. lots of older generation trying to get computor savvy also.
another idea is for the parents who don't know how to use the computor but have one for the kids who have learned at school.

You can make a flyer and post them up at colleges and schools
