There are lots of companies that offer free webhosting, like Yahoo (Geocities), Freewebs, Bravenet. These tend to be funded by advertising, so any website you create using these hosts will have a bandwidth cap, and usually adverts.

I think if you have a Yahoo email address, you can get a free Geocities account, too:

Once you have free hosting, you have to set up the actual website, which involves learning HTML (hypertext markup language).

Webmonkey has some nice, easy tutorials for learning HTML:

There are LOTS of free little programmes you can download that will make the coding easier (by colouring the coding different colours, and giving you previews of what the page will look like), but all you really need is Windows Notepad.

A lot of sites offer free templates, where you just edit the pre-existing HTML to make your own website. Just google for free website templates, and I'm sure you'll find tonnes of them.

Or you could use a WYSIWYG (What You See is What You Get) HTML editor, like Dreamweaver or GoLive. But these tend to be more expensive. Also, if you don't know the basics of HTML, you might break something on the site and then not have a clue how to fix it again.

It's not difficult. I taught myself HTML and CSS. It just takes some getting used to and some careful work.

There's actually many places. Just search for "free web site" or "free web hosting". Many offer basic tools to get you up and running in minutes with page.
