Different universities are different. Especially depending on what country you are talking about, and if in the US, what state you are talking about.

If you already have credits from one institution, you can transfer them to another. Whether or not they all will be accepted depends on the university you are transferring to. Sometimes schools will not accept remedial courses or courses from technical/training schools.

The courses you have that you transfer will count towards your cumulative gpa. The university you are trying to transfer to will look at your total gpa combined from all previous universities you have been to, as far as if it will meet the entrance requirement (gpa) to go to that university.

Transfer credits are credits earned at a previous educational institution (like community college). The university may honor some of the classes so you will not have to take them over at the university. How does it help you get into a university? If you have completed a lot of general education classes at a community or junior college with good grades it shows you are a good student. Does it help with the GPA? Yes, it does if you get good grades. However, not all universities might honor certain classes you have taken at a junior or community college level. It is best to ask the university you apply to to see which transfer credits and classes they will honor.
