Are there other countries using officially public diplomacy? Any sources?

Thanks for all these stupid answers. That is really helpful.

What about learning what is public diplomacy as it is different from standard diplomacy: while standard diplomacy involved a process between two or several states, public diplomacy acts between a state and non-governmental actors of Third states. Some compare it to propangada.

Also, we can both say "the USA is" and "the USA are"... Dummy!!

I think that if they call something public diplomacy they admit to have hidden diplomacy too. A shining example was in the 80s when US was neutral in the Iran - Iraq war but in hidden provided Saddam with military toys so he shouldnt loose the war against Iran.

Public diplomacy is an oxymoron. It is quite possible that it is used to advance notions first dreamt up by Military Intelligence.

The conversion of textual material that is removed from modern
standardized systems by any kind of distance--convention, genre,
time, or space--is more obviously a matter of *translation* from
one system to another, though there is still the temptation to
assume equivalence rather rethink its basis and work from first
principles so no is your answer
