Athena was certainly no pushover. She sprang, fully formed, from the head of her father Zeus, for example. I don't think she would be frustrated with anything. The fact that she wears a helmet and carries a spear means (to me) that she is always prepared. She may not be spoiling for a fight like Ares, the god of war, but I don't think she'd turn her back on a potential confrontation.
But my books say she was the goddess of wisdom and women's crafts and make no mention of war. As goddess of wisdom, I suspect she doesn't suffer fools gladly!

The Ancient Greeks saw war as a noble enterprise. They would not conceive of a goddess frustrated with war and longing for peace. In the stories about her, she would provide aid to warriors, like weapons and armor and advice.
