Back in the 1920-1940's some states, most in the south or Midwest issued sales tax tokens. Then, when an item had a sales tax, that tax was most of the time less than a cent. In order to make up for that, tokens were issued in mils. They were used to make up the difference so people would get the right change. Try www.taxtoken.org it is a sales tax collector organization. I am more of a coin and medal man than I am tokens (unless of historical use such as Civil War) so that site should help you.

These have been gone for close to 50 years. They were issued by a few states to handle transactions where the sales tax resulted in a fractional cent difference to the buyer or seller. They were not US legal tender, but separate coinage only for transactions in the state involving sales tax.
