Almost any shoe store is selling flats because they are such a big style!
If you are just starting to try flats, and want a cheap pair to see how they work, I suggest Old Navy (OldNavy.com) or Payless Shoes Store (paylessshoes.com).. Their shoes are quite adorable for only 20$-ish! They are not the most comfortable, but they will probably last you until the end of summer before they start to wreck.
For a slightly more expensive store, American Eagle (ae.com) or Aldo (aldoshoes.com) has very nice shoes that are compfortable and super stylish with a wide selection for under 50$. Currently, Aldo has a wide selection of what will be Spring's popular flats - they are flats with a small buckle and asian prints, for around 42$. These are very cute and will be super big in Spring! Other great Stores are "Transit" and "Icon".. As well, lots of clothing stores (such as "urban behaviour" and "stitches") are selling cute shoes for about 20$!
It just takes a bit of browsing!!

It depends on what your looking for:
sandals or open toe shoes: PacSun or payless (payless may sound kind of weird but they sell great shoes and you dont pay that much. They sell very comfortable shoes and if you ever needed a good pair of tennies i would also say Payless would be your place)
ballerina designer flats: Penny's ( but most places now are selling these but you'd need to pick a place to find them based on the style you like. I love these shoes and they are very comfortable and stylish at the same time!!!!)
when doing shoes for spring i would reccommend something very comfortable. if you find a pair of shoes that you absolutly love but they are not very comfortable i would try gel insoles. but they are great for almost any pair of shoes you have.

if you're going cheap payless pac sun any shoe store there in right now but you don't have a pair i have 13 pairs
