no, but the 18 yr old better be cautious. Because if they go to far(like having sex) and eventually get in a fight, the 16 year old could place charges against the 18 yr old.

No. Age of Consent in Florida is 18 but it's negated by a peerage law. If you're within four years of each other it's not illegal.

Yes, the 16 year-old is a minor. When both are 18 they can get married without asking anyone for permission.
