Don't pussyfoot around the issue- his bad mewds and the fact that a peeping tom saw his kit means it has tabby him. He's the purrpatrator. Tell him to get rid of those lawnmeowers he catburgled the other day too or he may get collared. Don't commit purrjury for him.
