It all depends on the actual assignment. If you are doing a research report on what other scholars have said or to strenghten an argument by showing what others have said, it is okay to use the essay as long as you do cite plenty and acknowledge that this is what you're doing. However, if it's supposed to be your original ideas in your assignment, it would be cheating or at least unnecessary space to use someone else's, even if you cite.

If you are paraphrasing, you should cite your source, giving the author's name and the year the piece was written in parenthesis after a paraphrased statement. If you cite directly, use quotation marks and using similar parenthesis, give author, year and page number.
Paraphrasing an entire essay without giving credit is cheating.
