The skills to perform the job, example: typing 40 words per minute is a skills that would tell the employer you could do the job.

The quality is to see if you can handle the job in the manner the employer would like to see as a positive representation of their culture or business. Example, good negotiation skills and the type of negotiation skills would be evaluated for a customer service or sales person. And there is no right or wrong answer, just better or not for the business.

Plenty of people are skilled enough for the jobs out there, but not every skilled person is the right "qualities" match.

i dont know i think it is stupid, why cant your employer train you the skills and qualities during the orientation. I have a college degree in public relations, and i really did not learn much other than, when talking professionally to employers, present it on powerpoint, lol. It is stupid. But you have a good question.

Because nobody has the money to train anymore. Employers these days want experience. The more experience you have, the more chances you will "nail an interview". If you don't have that much experience, then go to a staffing agency.
