I'm not sure what band you are referring to, but I know it's NOT Kiss. Kiss was formed in New York in 1973 by Gene Simmons (aka:Chaim Witz, Israel) and Paul Stanley (aka:Stanley Harvey Eisen, Queens new york).
There are numerous Kiss tribute bands all over the world...it's possible that one of those bands were formed in Seattle.
