yeah, it is but not so much with a skirt anymore.
The big trend with leggings now is to wear it with a longer shirt or a dress. It dresses down a dress and makes it more casual cute. A longer shirt is more high-fashioned than a skirt. People also just wear them plain with a shirt or sweater thats super cute, such as a feminine blazer.
As for shoes, pretty much any shoes that will go for it. Currently, the trendy style is what it has been for months now, ballet flats! Good priced, cute ones can be found at stores like Old Navy and Payless Shoes for under 20$ if you wanna try them out! For the winter, suede boots are also 'in' with a little bit of a heel in brown or black! An awesome store for these boots is Aldo! These shoes go with any style of leggings!
*remember: Fashion is unique, and anything can be cool if you can make it cool!! Even if leggings and skirt is not 'in' anymore, you can make it 'in' by layering awesome shirts, necklaces, accessories... etc! Have fun!

Apparently it is.
But to make it even hipper, start wearing leg warmers.. they're going to be big soon. Ballerina-inspired items are really coming back in vogue.
As for shoes, normally ballet flats, but some people wear chunky heels, or the patent platforms in a bright lipstick red colour and a stacked heel.. it depends on what kind of look you're going for.

I think it depends how old you are. I'd say under 18 sure, why not! But over is starting to look a little juvenile. If you want to wear them, go with flats. Heels or strappy sandals will look a bit tacky with the leggings and skirt combo.

Personally I like the style, I think it is a refreshing difference from the evr so mundane jeans. Frankly I wish the people (those with the build male and female) would venture out in leggings again. The current style is to thuggish or slobbish for me. I like clean and sleek.

yes...sort of
wear a chic skirt (none of that denim business) from as high as you can to about mid calf (whatever, just not an ankle length one, it would defeat the purpose).
for the season and weather, try a dark pair of stockings/hose/tights, as long as its not cropped or anything like that.
wear heels, whether boots (ankle boots expecially), strappy sandals, etc...

I think so! =) It's a really hot look, very nice, looks kind of dressy but casual at the same time. Ballet flats or Converse All-Stars<3 look hot with the leggings.
A long dress or dress-style shirt also looks nice with this.
Hope this helps.

I am so sick of seeing them with denim mini's. The look has gone from something that trendsetters were wearing to something that Walmart shoppers sport on a daily basis. I think it's cheesy, old news, and I'm bored with it personally.

I am not a fan either, but lots of people are still wearing it. I really don't like how it looks with the flats. But with tall boots, it is pretty cute on some people.
