If the video is copyright controlled and you do not have the authority from the copyright owner, then yes. Most TV shows on Youtube are uploaded without the authorities from the television networks, they are mostly illegal.
Some videos are open for public download. They are legal. More and more artists are putting their own videos on Youtube for promotion, those are legal.

Depends on the video.
Videos of things that are licenced like Naruto or Bleach are illegal. Movies or Television shows protected by copyright laws and are shown without the concent of the companies that produced them are also illegal.
Videos made by people are not licenced and can be downloaded
