Sizing is lighter weight and usually add smoothness without stiffness. Starch has more of a tendency to flake and buld up on the iron. Starch is an actual natural starch product; sizing is synthetic.

Both add and restore body to fabrics that become limp from washing and dry cleaning. Both form a protective barrier to repell dirt. Sizing is a lighter cousin to starch and it is usually applied in the manufacturing process of garments, but it breaks down due to wear, moisture, perspirations and washing. The major difference between them is that sizing only comes in a spray on application in one formulation. Starch can be sprayed on while ironing, and also comes in liquid and powder forms that can be combined with water, added to the wash load and adjusted to give a garment a crisp or light appearance depending on the mix.
I find myself using sizing on more garments, particularly those with a synthetic component like Rayon. They require less ironing and don't wrinkle as easily. The only time I use starch is on linen trousers, and only at the knee and seat, so that I don't look like I slept in them. The stiffness of starch can just be too uncomfortable.

Sizing adds body to the garment and is particularly nice for manmade fibers, like Rayon, which when worn tend to give and maintain areas of give, like the knees and elbows. Starch is used for a firmer finish on natural fibers like linen and cotton which tend to wrinkle easier while being worn. Sizing will wash out with every laundering while starch can build up on the fiber over time and will need to periodically be removed with vinegar to prevent yellowing, particularly on white garments.

sizing is lighter than starch and gives clothes body. sizing gives clothes the crisp new feel that clothes have when you first buy them without being stiff like starch.
