Most V8 cars are for racing....and In racing you want to be fast, to be fast you cant be heavy, and you need to be light. Air Conditioners gives about 20+ pounds on the car's weight. Alot of racers don't like the extra poundage, so they don't get the AC and they just go with the top down.
An example of this is the Lotus Elise; you have the choice of convertible or AC installed. (note: you can choose both)

A/C takes power from the engine, and adds weight to the vehicle. If the V8 is in a luxury vehicle, then I would expect it to come with A/C. However, if it's in a sports car (GTO, Corvette, Mustang, etc), then it should be an option. Some people won't want the extra weight. Why make them pay for something they don't want? If you want A/C, then buy a car that has it. It's an option on just about all cars these days.

I work at Toledo Jeep Wrangler assembly and air conditioning is standard on most all vehicles, even soft top Wranglers with a V-6 engine. It is mostly included in some form of a package deal that has been installed on the vehicle. You have to purchase the very low end vehicle to not have standard AC,or live in certain regions of the world. The reason for this is,that it is cheaper to install it on every vehicle than just vehicles that have it ordered.Out of the 325 Wranglers we build per shift, only about 50 are built without AC,mostly exports and Canadian vehicles.

Dunno, but I've had some 4-cylinders that had a hamster/wheel for an engine, if the acceleration was any clue.
