My toilet seems to not have enough water to flush down its content.
You can tell there is less water in the bowl than what it used to have.
You might need to flush twice sometimes.
When it flushes, it has enough power but not enough water.
How can I solve this?

Check the tank float. Your tank may not be filling to the proper level and has inadequate water for a normal flush. Is this a new problem or existing? Some of the early 1.5 gal flush toilets were designed poorly and never flushed right

If the bowl level is lower then normal, you can look at two possibilities inside the tank. One is the float level, does the water reach the line marked on the overflow tube. If it does not, changing your float (bend the arm up slightly until you reach the desired level) might help. The second thing is often overlooked. There is a tube that comes off the ballcock valve (what the float actuates) that should be routed into the overflow tube. It helps refill the bowl after flushing.

Remove the top from the tank adjust the float so that it fills up to the line on the inside of the tank, that should do it. Very easy to do.
