The answer depends on whether you are looking for particular personality traits. My personal favorite is Queen Elizabeth the First. She was a female monarch who refused to take a husband because doing so would essentially remove her from authority, led her troops in a fight against the Spanish Armada and rebuilt her country's treasury to a large degree after all the fights over who would be monarch and what religion they would be when her money-wasting womanizer syphillitic father died. Her mother was beheaded (and we talk about how traumatic the little events are at school for our kids these days?...) and she spent most of her childhood in exile. She had brains, courage, and used her power with wisdom and even some self-restraint. Impressive.
