Looking for a flange tool to lap 2 pieces of sheetmetal for welding?

I need to get a flange tool to make a french lap for welding a section of quarter panel in. I have no interest in buying a $300 tool as this is a one time deal. I was told there are cheap ones that look like vise grips, yet I can't find anything like it. Any ideas where to get one and what they are "officially" called? Are they adjustable for various steel thicknesses? A search for flange tools keeps showing an air tool, not these cheaper ones I was told of.

Blair Equiptment makes a flanger that looks like a vise grip.
